Report to: Director 

Job Summary

The Chief Research Officer serves as a principal assistant to the Director with responsibility for the overall initiation, planning, Organization and direction of all approved Scientific Research relevant to the DLCO-EA regional activities. Specific areas of responsibility are outlined below, however, he/she may be required to perform other duties which may be delegated to him/her by the Director.

Specific Responsibilities

  1. Plans, directs and supervises all scientific research activities undertaken by the Organization and ensures the issuance of technical reports. 
  2. Liaises with institutions/bodies within and outside the region in matters pertaining to DLCO-EA research activities. 
  3. Coordinates with Director to conduct special operational activities for research purposes. 
  4. Coordinates preparation of working papers for Technical Committee meetings and acts as Technical Secretary for such meetings. 
  5. Plans and coordinates training programmes with the Divisions of Administration and Finance to ensure that all research personnel are proficient in their assigned duties. 
  6. Develops and improves alternative environmentally friendly techniques for the control of the mandated migratory pests. 
  7. Prepare concept papers for funds from development partners.

Salary and Benefits

Salary and benefits package according to the Organization’ salary structure as per Service Regulations. Benefits include: housing allowance, cost of living allowance; education allowance for 4 children, home leave travel, annual leave of 36 working days, indemnity fund entitlements (10% of salary) and health insurance.

Qualification Required

  1. PhD in Entomology.
  2. At least 5 years’ post-qualification experience in leading or directing research programmes/projects associated with Plant Protection.
  3. Ability to work in harmony with people of different national and cultural background is highly desirable.
