DLCO-EA holds its 70th Governing Council of Ministers Regular Session in Bishoftu, Ethiopia

Addis Ababa, October 17, 2025.

The 70th DLCO-EA Governing Council of Ministers Regular Session has been successfully concluded at Noora Resort, Bishoftu – Ethiopia on October 16th 2025, under the chairmanship of Prof. Joseph Canisius Ndunguru, Director General, Tanzania Plant Health and Pesticides Authority, who represented the chairman, Hon Hussein M Bashe, Minister of Agriculture of the United Republic of Tanzania. The Governing Council Session was preceded by the Technical Executive Committee (EXCOM) comprising of Directors and Commissioners of Crop Protection from member Countries. The Executive Committee and Secretariat Session run from October 13-15, under the Chairmanship of Mr. Nyasebwa Enock Chimagu, the Director General, Tanzania Official Seed Certification Institute (TOSCI), Ministry of Agriculture of the United Republic of Tanzania.

The Governing Council of Ministers received the progress report for the FY2024/25 and approved the work program and budget for FY 2025/26. The session was graced by key partners like FAO-SFE and the World Bank.

Meeting session

One of the key session milestones was the validation and adoption of the World Bank funded “study to review and assess the capacity of DLCO-EA on the MS level, identify challenges, and provide recommendations and solutions”. The study was applauded by the Governing Council of Ministers who directed management to implement the recommendations in order to put the organization at another level towards sustainability.

The Council of Ministers made several resolutions that were captured in the communique during the press conference held at the end of the session.

DLCO-EA remains steadfast in supporting member countries in the management of migratory pests through timely deployment of aerial spray control assets, early warning, forecasting and information sharing, applied research and capacity building of the national crop protection technical personnel.
