VACANCY ANNOUNCEMENT

The Desert Locust Control Organization for Eastern Africa (DLCO-EA) is a Regional Migratory Pest Organization established in 1962 by an International Convention signed by the Governments of Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, Tanzania and Uganda.

The DLCO-EA invites applications from the nationals of the contracting Members States for the following post:

  • Job Title: Senior Accountant
  • Job classification: Professional staff
  • Terms of Appointment: 3 years Contract (Renewable)
  • Duty Station: Addis Ababa, Ethiopia
  • Report to: Chief Accountant
  1. Salary and Benefits: Salary and benefits package according to the Organization’s salary structure and other benefits as per the organization’s Service Regulations which include: housing allowance, cost of living allowance, education allowance for four children under the age of 21, home leave travel, 36 working days of annual leave, 10% indemnity fund entitlements and health insurance
  2. Job Summary: The Senior Accountant is the principal assistant of the Chief Accountant in operating the financial and budgetary systems of the Organization. The specific duties are outlined below. However, he/she may be required to perform other duties which may be delegated to him/her by the Chief Accountan
  3. Duties and Responsibilities

            i. Prepares the consolidated draft annual budget of the Organization and assists in monitoring and controlling the expenditure in accordance with the DLCO-EA Regulations

           ii. Ensures proper implementation of the approved accounting systems in accordance with the Internal Control Systems.

          iiii. Authorizes payment vouchers and signs cheques and other payment orders of the Organization together with A signatories.

          iv. Ensures the timely settlement of debts owing to and from the Organization and monitors liquidity and flow of funds.

          v. Ensures accurate and timely recording of all financial transactions and the preparation of monthly and annual final accounts.

          vi. Pursues to logical conclusion audit comments, and avails the necessary supporting explanations on items in final accounts and financial documents.

          vii. Ensures proper maintenance and utilities of accounting records and financial

         viii. Assists the Chief Accountant in the preparation of the final annual accounts and the relevant schedules ready for presentation for auditing.

 

  1. Qualifications and Competencies

              1. At least Bachelor’s degree in Accounting or Finance from a recognized university. Master’s degree would be an added advantage.

             2. Professional qualifications such as ACCA, CIMA, CPA.

             3. At least 10 (ten) years post-qualification

             4. Ability to work in harmony with people of different national and cultural backgrounds highly desirable.

             5. Age 35-50 years.
